The 1999 Constitution

Section 21 (a)

The State shall – 

protect, preserve and promote the Nigerian cultures which enhance human dignity and are consistent with the fundamental objectives as provided in this Chapter; and 

(This means that the State government MUST make effort to support and promote the parts of our cultural heritage that promote human dignity and are aligned with the objectives of this chapter of the constitution. In other words- 

If the culture is 

1. Nigerian, AND
2. Promotes dignity, AND
3. Promotes any of the following: democracy, social justice, unity, faith, peace, progress, national integration, belonging, and togetherness.,

Then, the State government must provide support for it.)

Section 21 (b)

encourage development of technological and scientific studies which enhance cultural values. 

(The government MUST support academic research that support our cultural values.)

Section 22

The press, radio, television and other agencies of the mass media shall at all times be free to uphold the fundamental objectives contained in this Chapter and uphold the responsibility and accountability of the Government to the people. 

(All members of the press and mass media have the right to support democracy, social justice, unity, faith, peace, progress, national integration, belonging, and togetherness. They also have the right to hold the government accountable and query the government about its duties to the citizens of Nigeria)
