Section 50 and 51 of the 1999 Constitution: Staff of the National Assembly

The 1999 Constitution

Section 50 (1)(a)

There shall be:-
a President and a Deputy President of the Senate, who shall be elected by the members of that House from among themselves; and

(The National Assembly will consist of a President and Deputy President of the Senate and they shall be elected by the members of the House from among themselves.)


Section 50 (1)(b)

a Speaker and a Deputy Speaker of the House of Representatives, who shall be elected by the members of that House from among themselves.

(The National Assembly shall consist of a Speaker and Deputy Speaker of the House of Representatives and such people shall be elected by the members of that House from among themselves.)


Section 50 (2)

The President or Deputy President of the Senate or the Speaker or Deputy Speaker of the House of Representatives shall vacate his office

(The President or Deputy President of the Senate and the Speaker or Deputy Speaker of the House of Representatives shall leave their offices if one of the following circumstances occur; )


Section 50 (2)(a)

if he ceases to be a member of the Senate or of the House of Representatives, as the case may be, otherwise than by reason of a dissolution of the Senate or the House of Representatives; or

(If such a person stops being a member of the Senate or House as the case may be, other than by a dissolution of the Senate or House of Representatives.)


Section 50 (2)(b)

when the House of which he was a member first sits after any dissolution of that House; or

(When the House of which he was a member of that was dissolved, first sits after such dissolution.)


Section 50 (2)(c)

if he is removed from office by a resolution of the Senate or of the House of Representatives, as the case may be, by the votes of not less than two-thirds majority of the members of that House.

(If such person is voted out of office by not less than two-third’s majority by a resolution of members of the Senate or House of Representatives, as the case may be.)


Section 51

There shall be a Clerk to the National Assembly and such other staff as may be prescribed by an Act of the National Assembly, and the method of appointment of the Clerk and other staff of the National Assembly shall be as prescribed by that tab

(The National Assembly shall have a Clerk and other staffs as the Act of the National Assembly may create for its proper function. The method of appointment of the Clerk and other staff is provided for in the Act of the National Assembly.)
